Agricultural Technology Promotion Research System

According to the definition, the agricultural technology extension (ATE) by means of test, demonstration, training, and consultation services, and the application on farming, forestry, animal husbandry, fishery science and technology popularization and application in the whole process of activities. From the view of the world, many countries take ATE as an important measure to improve its agriculture. Of course, at different times and in different regions, because of the difference of production as well as the level of agricultural technology promotion, methods are not the same. Since the nineteen eighties, our country agriculture has made rapid development, greatly promote the progress of agricultural technology in China, however, on the one hand, with the pass of time and the lag of agricultural technology promotion investment, all sorts of problems gradually appear on the system; on the other hand, with the rapid development of China’s market economy, the traditional ATE system has been difficult to meet the needs of agriculture development at present stage. From the situation of our country now, although the ATE system carried out a series of reforms, has made significant breakthroughs in the organizational system, promotion of content and other aspects, but overall, scientific research, promotion, production three convergence still not close enough, extension personnel quality is low has not been effectively to solve the problem. Therefore, in the background of the rapid economic development of China, how to improve the ATE system has some practical significance and innovation, which is more suited to China.This paper, based on the theoretical analysis, it summarizes the relevant literature and theory, on the popularization of agricultural science and technology in our country and the analysis of existing problems, discusses the status and problems of agricultural science and ATE system in china. By analyzing the traditional system in China, the paper affirmed the importance on promoting the development of agricultural economy in china. Then pointed out that with the development, the change of economic environment and agricultural technology evolution, the present government agricultural extension system is difficult to adapt to the fast change of modern agricultural development, thus affecting the rapid and sustainable development of agriculture and rural economy. One of the bottlenecks of reforming and perfecting the lag of ATE system has restricted the development of rural economy. Of course, in China’s transitional period from planned economy to market economy, how to learn from the successful experience of foreign agricultural technology promotion, and then find the most suitable for ATE method of development in China, is required for the work of agro technical popularization stage consideration.
