Agricultural public institutions, as important departments which reflect agricultural productivity, play a vital role in the building of the socialist market economic system and the development of agricultural productivity. The full play of the role of agricultural public institutions can improve the development of agricultural productivity, optimize the deployment of agricultural resources, and enhance agricultural efficiency and benefits. Therefore, it is practically significant to explore the process of the development of agricultural public institutions and to strengthen the reform of agricultural public institutions and promote the constant coordinated rapid development of agricultural productivity in keeping with the time and in accordance with the needs of the development of the socialist market economic situation, in order to develop the rural economy, resolve the countryside, farmer and agricultural problems, constantly improve farmers'living standards, ensure rural stability and facilitate the comprehensive progress of society. This paper reviews the process of the reform of agricultural public institutions and explores the achievements and existing problems of the evolution of China's agricultural public institutions from the basic experience of the promotion of the development of agricultural causes in foreign countries. The author assets that the existing problems of agricultural public institutions in the new era are: personnel redundancy and irrational distribution; severe funding shortage and great difficulty in executing the work; unsmooth management system and unbalanced play of functions; inadequate growth of non-governmental public institutions. In order to resolve the problems and promote the development of agricultural public institutions in keeping with the time, countermeasures compatible with the new situation, new tasks and new developments must be adopted: 1. emancipating the mind and updating the mindset; 2. clarifying objectives and consolidating resources; 3. reforming the system and transforming functions; 4. adopting measures and coordinating development; 5. optimizing the team and improving competence; 6. enhancing the budget system and reforming the management system. The series of reform measures will allow agricultural public institutions to gradually adapt to the domestic and international environments and provide high-quality services to facilitate the rapid development of agriculture, rural prosperity and stability, and farmers'comfortable living conditions.
