Edward P. Lazear has explicitly stated that there have existed two aspects of problems in the human resources management domain: one is insufficient understanding of the importance of human resources management in practice and the other is the existence of serious flaw in the available manpower resource management theory that it ( the theory )could still not establish its system based on integral structure with organic relationship one another so that there is still lack of theoretical strut and full proofs for studies in many domains. We may discuss the root of the flaw of HRM theory from HRM theory itself and the development of history of management theory. These two problems can be summarized into one point: the flaw of the human resources management theory, namely, at present the theoretical system on the human resources management research based on the core principle has not been formed, which has whole analytical rigorousness and can forecast the future tendency and will be able to obtain the whole application in practice.To solve the human resources management theoretical flaw, the overall thinking is: the establishment of "the core principle" reflecting the management essence as a whole ---the enterprise value decision principle, namely abstract function of HRM "core principle". The enterprise human resources total quantity is the HRM total goal variable, namely the enterprise human resources total quantity is individual human resources and the organization mechanism function; Individual human resources are individual ability, the motive and the work-related manner function; The organization mechanism is the competitive environment function. Then, with this kind of functional relation the total quantity of the individual and enterprise human resources can be analyzed quantitatively.Through analyzing the choice of the personal behavior dynamically and balancedly, including psychological direction, ability direction and professional direction, that is when these three directions are completely consistent, people's planned ability desire and the realisation proportion of the job will achieve the greatest. This is a process of unceasingly enhancing the determined resources to meet the rate needs—enhancing the cosine value of the angles with two directions, thus is also named the theory of cosine equilibrium. Then, according to the cosine balanced theory, the total of human resources of the cosine theory model in the enterprises having different organizational structures may be inferred.Based on the"Core Principle"reflecting management essence, the human resources management theory frame can be reconstructed.
