ChongQing WanXing real state exploitation Co.Ltd was set up in 1995. From then on, it developed soon, became the second grade real state exploitation company, had asset about 360 billions. It has got titles as "AAA" grade company credit from ChongQing credit joint, quality control system attestation from China quality control center and so on. However, human resource (RS) restricts the development of WanXing. These problems are so pressing that company must solve them soon. Therefore to ChongQing WanXing, the study of human resources development and management and some targeted improvement strategy are the urgent need to WanXing with the rapid development.The paper summarized about human resources development, management and their relationship, functions, contains. On this basis, This paper analyses human resource actuality and management status of ChongQing WanXing amply, points out problems in the company at the same time. It offers some ameliorating policies about human resource exploitation and management, aiming at the problems of RS management of company, based on modern RS management theory. The policies are:Firstly, it puts forward five principles, including target, person with ability bringing up, contingent building, selecting and employing personnel, training and so on. It aims at offering system guarantee for human resource exploitation and management policy actualizing.Then, the paper analyzes the amelioration strategy from system implementing: duty morality is the key approach of advancing employees diathesis; use the right person for right job; when selecting person, consider interior staff; both think much of matter stimulate and inspirit stimulate; put forward "four skills" for enterprisers to arrest more persons with ability along with the heightening of enterprisers' diathesis.At last, the paper offers some issues needing more attention about perfecting human resource system: in response to deep personnel shortage, WanXing Company should improve the human resources planning and recruitment systems and procedures; should appropriately increase the basic wage rate, change the existing wage gap, achieve the same level of wages in the market, and develop a pay revenue system based on job value, according to industry characteristics and the company's own development; should have a plan, including communication, evaluation, diagnosis and counseling integrity...
