The collective forestry property reform affects the development of forestry greatly. So,it is necessary to do comprehensive evaluation on regional forestry and put forward some suggestions about sustainable and incorporated development based on the reform.Youxi County lies in the middle of Fujian Province which owns rich forestry resources and developed forestry. And,the property reforms of Youxi County took precedence of the other counties. Because of the reasons above, this county is representative for the study.First of all, this paper builds the indicator system designed for the forestry sustainable development evaluation which involves forestry economic benefits, social benefits and ecological benefits. After using the Analytic Hierarchy Process to determine the weights of indicators for the final evaluation, the paper processes and analyses the forestry development of Youxi County.Secondly, the paper builds indicator system designed for the incorporated development evaluation of Youxi County which involves forestry subsystem, economy subsystem, society subsystem and ecology subsystem.Using the model of Linear Weighted, the paper determines the levels and the development trends of the four subsystems. Then, the paper processes and analyses the forestry coordination coefficient and coordination development coefficient of Youxi County.Lastly, the author analyses the relationship between peasants and forestry resources which includes economic dependence, social dependence and the forestry effectiveness compared to the other industries.Based on the analysis above, this paper brings some proposals to promote forestry development and improve the life of peasants in Youxi County.
