It takes the theory field many years exploration to make a conclusion, that is state-owned enterprises should drop out the competitive domain. Through more than 20 years state-owned enterprises reform, we have found that the deepest sticking point is the fundamental conflict between traditional state economy and market economy system. Each time, it is full of difficulties because the bandage of state economy can not be broken. Market economy needs the exactitude of the marginal benefits. It is a basic premise to realize fair competition and stimulate every party's positivity further to promote economy growth under the condition of market economy, while state-owned enterprises do not have the premise. The issue discussed in this passage is put forward under such a background. The influential factors and methods on the successful exit of state-owned enterprises in old industry base in Northeast are consisted of two aspects, one is the analysis on the obstructive factors on the exit of the state-owned enterprises in old industry base in Northeast; the other is to set up an effective organization of the state-owned enterprises. The obstructive factors of the exit of the state-owned enterprises is analyzed from the aspects of the obstacles on flexible budget restriction and the state-owned assets outflow, the obstacles on the exit of the government, the obstacles on the exiting costs, and the obstacles on the shortages of social assets. Setting up the effective organization of the exit of state-owned enterprises is actually settling the obstacles on it, and making a successful exit. This passage analyzes from four aspects. The first part is from the current point of view that the state-owned enterprises have the necessity to drop out the competitive domain. The second part contains the concrete implementing effect on the exit of SOEs to educe the influential factors on it. The third part analyzes the obstacles on the exit of SOEs. The fourth part is setting up the effective organization of SOEs so that to make a successful exit. .I.
