The fundamental problem of China is the peasant's issues, the agriculture is the foundation of national economy and social development. The every aspect of the national economy has achieved a lot since reform and open policy are applied. The issues concerning agriculture, countryside and farmers are the central question that we should consider. The Communist Party of China has proposed a historical task of constructing socialist new countryside. That is an important decision made by our party at present. We have been a new stage when the industry promotes agriculture and the city develops countryside. At this stage, only if we adopt the strategy of development of both the city and the countryside and speed up the construction of the new style of new socialist countryside we can achieve the object of comparatively well-off society and great power in order to realize the Chinese revival.The central issue in countryside is that there are too many labors with poor qualities. The issue represents in many aspects (1) the quantity of human resources is small, (2) the level of human capital is low, and (3) the quality of human capital is poor. They are difficult to improve. I believe the key factor of"three dimensional rural issues"is we are short of person with ability. At the same time, because of management of market, rich districts can attract good rescores.
