In the21st century, accompany with rapid development of national economy and life quality, the construction industry continued to show rapid growth momentum. Construction and related industry in our country reform and development of the remarkable achievements, made an important contribution for the growth of national economy. In the "125" period, China will continue to increase infrastructure. For construction enterprises, this is a great development opportunity. However, there are weaknesses of construction enterprise which were formed under the planned economic system still exist, such as the low level of management, labor-intensive, and poor personnel structure, meanwhile, reform of the deep-rooted problems have not been fundamentally resolved, the lack of strategic management skills and control management have emerged. In order to change the unfavorable situation and make full use of existing resources, the strategic management study of construction enterprise is very necessary.Firstly, this paper analyzes the related theory of strategic management and value, has been clear about these theories’research present situation and the development tendency and the existing problems. On this basis, the paper analyses the present situation of strategy development of construction enterprise, the existing problems about strategy, put forward "three-dimensional value" concept, and then, clear three-dimensional value-oriented content, moreover, realize the difference of the traditional strategy, and clarify the related factors in existing strategy research through the literature survey method.Secondly,"three-dimensional value" of the three dimensions:the value of the industry to adapt to the environment, the value of the internal allocation of resources and corporate social responsibility values. From the three aspects, we research the strategy factors of construction enterprise under direction of each dimension. Main contents:(1) From the current situation of construction industry environment to analysis the construction enterprise strategy factors based on the industry to adapt to the environment value orientation;(2) From present situation of construction enterprise internal resource allocation to analysis the construction enterprise strategy factors based on the enterprise internal resource configuration value guidance;(3) From the social responsibility of the enterprise strategic value to analysis the construction enterprise strategy factors based on social responsibility of the enterprise value guidance.Finally, the paper make empirical research on construction enterprise’strategy factors through the more case study and principal component analysis (PCA).By using more case study:at first, we chose8sample enterprise, then, we collected and analyzed the relevant data of the sample enterprise, at last we found the key factors of enterprise strategy. By using PCA:Firstly, we made principal component analysis of key factors and the strategy strategic performance variables. Secondly, we made factor analysis for strategy formulation key elements, and then, made regression analysis to the key elements of strategy which were revised. Eventually we got the key factors of the strategy.
