In the face of knowledge economy coming, serious market competition brings the opportunities and challenges for the enterprise. The business executive is the core and soul of the enterprise, and is also important intelligence resource and the human capital, they play an important role for development of the enterprise. The times is calling for the excellent executives, in recent years, how to select, encourage and restraint the executive and how to make executive behavior in accordance with the business benefits is paid widely attention. However, scientific, objective and fair performance evaluation on executives is the foundation for the executive selection and encouragement. Strengthening research on executive performance evaluation and performance promoting will be benefit for abundant modern business enterprise theories, executive selection and encouragement and promoting the executive accomplishment, which is of theoretical and practical significance.This text begins with generalizing and anglicizing the domestic and international present research; analysis executive resources characteristics from that of both resource and human power, elaborate the meaning of performance, related theories and the development progresses of performance evaluation, give the meaning of executive performance evaluation in China and affect factors for performance, put forward the executive performance evaluation theories frame, which makes theories foundation, and also analysis the present condition and problem of performance evaluation, which is the practical basis. On the basis of that, establish the executive performance evaluation system with systematic, scientific method, including executive performance evaluation organization, executive performance theoretical evaluation index system, executive performance evaluation model by using AHP and Fuzzy Comprehensive Evaluation, take the port business enterprise for example, executive performance evaluation index system and evaluation model is applied for this enterprise to do executive performance evaluation, and analyze the evaluation result; according to the evaluation result, combining the influence factor of performance, theories research frame and present condition of executive performance evaluation, in the view of characteristic of executive belonging to executive market, put forward the suggestions for promoting executive performance.
