Along with the economical rapidly expand, many international companies are also started performance management, and obtained good results.In China, more and more companies began to pay attention to employee's performance evaluation, evaluation method more and more abundant, and many are worth our using for reference.But in natural monopoly industry, how to implement employee performance evaluation, we can't.This article takes the postal enterprises as the typical representative of natural monopoly industry for its staff performance evaluation, and obtained a certain result, in order to provide guidance for practical work.The paper studies the employee performance evaluation way and methods which in US, Japan, Singapore, Germany postal industry, and the present condition in home. On the based of the problem and deep reasons research in our country post industry, proposed the postal industry which through two reforms and become simple natural monopoly industry from olpgopoly employee's performance evaluation model.This evaluation model introduced the social evaluation index. It's a comprehensive evaluation system which combined qualitative and quantitative evaluation, department and democratic evaluation, internal and external evaluation, self assessment and cross evaluation, has great practical value.The paper studies take the Hebei Langfang Post office as the real diagnosis unit. Combinned the actual situations we simulation operation the peformance evaluation model, achieved good results, further proven it's scientific and rationality, for future work laid the theoretical and practical basis.
