Research On Performance Evaluation And Promotion Strategy Of Rural Poverty Alleviation In Gansu Province

Since the reform and opening up,the Chinese government has helped more than 700 million poor people to get rid of poverty and created a miracle in the history of world poverty reduction.Although China's poverty alleviation and development work has made great achievements,it is undeniable that in some remote and backward areas,there are still many people whose lives cannot be effectively guaranteed and their basic living conditions cannot be met.As an underdeveloped province in Gansu Province,the poverty problem is even more severe.According to statistics,as of the end of 2018,there are still 1.11 million poor people in rural areas of Gansu,accounting for 6.69% of the rural poor in rural areas,and the per capita disposable income of rural people is 8804 yuan.In addition,it has reached 60.23% of the national rural per capita disposable income in the same period.In addition,there is still a huge gap in education,medical care,social welfare and other aspects compared with various regions of the country.The task of poverty alleviation in Gansu Province is still very arduous.Therefore,in the sprinting stage of poverty alleviation and development in China,research on the poverty alleviation and development performance in rural areas of Gansu Province,and find out the problems existing in the rural poverty alleviation and development process in Gansu Province,which is necessary for the future poverty alleviation and development in Gansu Province.Based on the anti-poverty thoughts of the leaders of our country,the article systematically studies the poverty alleviation performance of rural areas in Gansu from many aspects.Firstly,the descriptive statistics are used to summarize the characteristics of rural poverty in Gansu Province and further analyze the poverty alleviation factors.At the same time,the poverty alleviation development process in Gansu Province is sorted out.Then,combined with relevant theories and the actual situation in rural Gansu,the Gansu Province rural poverty alleviation performance evaluation index system is constructed from six aspects: poverty basic situation,poverty alleviation input level,social development level,economic development level,infrastructure construction and sustainable development construction.The quantitative principal component analysis method and the entropy weight fuzzy comprehensive evaluation method were used to quantitatively analyze the poverty alleviation performance of Gansu Province from 2006 to 2017.The results of empirical analysis show that the performance of rural poverty alleviation in Gansu Province in 2006-2017 is continuously improving.From the perspective of subsystems,the performance of social development level is the best,and the effect of sustainable development is the worst.At the same time,the evaluation of membership degree by fuzzy comprehensive evaluation method shows that the comprehensive membership degree of rural poverty alleviation and development performance in Gansu Province is very good,but the degree of poverty alleviation input,economic development level,infrastructure construction and sustainable development construction are not ideal.Based on the above-mentioned in-depth analysis of rural poverty alleviation and development in Gansu Province,a five-point promotion strategy for rural poverty alleviation and development in Gansu Province will be proposed: first,focus on the cultivation of the capacity and quality of the rural poor and improve their self-development capabilities;second,strengthen the infrastructure construction in rural areas;Third,focus on improving the level of social security;fourth,promote the combination of ecological construction and regional development;Fifth,strengthen the investment in poverty alleviation funds and improve the efficiency of capital use.
