Human Resource is the most important and competitive resource for an enterprise. Facing the increasing violent market competition, the only way to survive and go foreword is to seek a well exploration and scientific management of human resource. Salary encouragement is a vital content of human resource management. Its employment directly decides the future of an enterprise.Like other basic enterprises, post enterprises, relayed on the government policies and monopoly, experienced kinds of situations .China Tele separated from China Post and the State General Post Office founded and ran independently in 1998.For the long time restriction and influence of planned economy, post enterprises, especially those branch post offices had no independent salary encouragement system at all. Under the violent competition of market economy, post business lost its position as a monopoly and met the strong challenges from national or international private enterprises. How to raise the stuff's enthusiasm and increase the enterprise's capability of competition makes new requirements for China Post which is being the period of system reforming, and also makes higher demands for the efficient employment of salary encouragement system.
