City is the core of the regional development, and also a study focus of the subject of the regional economics. The urban spatial structure has a significant meaning for the study of city shape and functional district; it's also an important gist for urban planning and building. The urban spatial structure has always been a hot issue, different researcher studies it from different aspect, such as the architecture, economics, and geography study it from the sociology, the behavioral science, the humanism and the economics respectively. The evolvement of the urban spatial structure is the result that the system change, the development of the urban economy, the urban planning, the technique progress and the social human type operate comprehensively, but the development of the city economy is its basic impetus, while the land-value, as the body of city, is the decisive factor of the development of the city economy. To some extent, the traditional institution of land use lead to some problems during the development of the urban spatial structure, such as the irrational land use structure, the disorder of the spatial layout of the city functional district and the infinite extend of the scale of the use land, etc. All levels government and academic circles are increasingly concerned about the optimization of the urban spatial structure by land-value since the reform and open and the transformation of land use institution from gratis to charge.The urban spatial structure in this paper is the inner one of a city, is the spatial reflection of the mankind's various social economic activities and the function organization of the particular city region, it includes the structure of land use, the spatial structure of economy, the spatial distribute of the population, the spatial structure of employment, the transportation network structure, social spatial structure, the spatial structure of living activities, etc.By field survey of 1134 land-value samples of urban region of Siping, based on the correlative theories of the regional economics, economic geography, urban geography and urban economics, adopted the GIS and the quantitative and qualitative methods, this article analyzes the character and problems of the spatial structure of Siping city during the transitional phase from temporal and spatial factors, discusses the influences of the land-value on the urban spatial structure from temporal, spatial and structural dimension, put forwards the countermeasures that optimizes the spatial structure under the constraint of land-value.
