Project of small hydropower replacing woody fuel for nature conservation is a critical measure for solidifying results of withdrawing farming for forest and nature forest conservation. The main aim of the project is eco-environmental benefit, next is economic benefit. Because the experimental units of the project barely commence and people had no comprehension of it, a lot of difficulties have been encountered. The power pricing and comprehensive evaluation are the foremost problem affecting the company's survival and successful implement of the project. Based on the actual situation of Lingchuan county Magedang experimental unit in ShanXi province, this thesis studies the following contents:1. From view of environmental and natural resources economics, the targets and missions of normal small hydropower and small hydropower replacing woody fuel have been analyzed. It shows that the particularity of the small hydropower replacing woody fuel is its intergenerational consuming externality which need be compensated. Based on this particularity, the thesis discuses the territorial, monopoly, consuming centralized properties, and expands the equity principal to intergenerational equity.2. Most benefits of the project is indirect which have externality, is out of the market. The only approach of the benefits to enter the market is power price, but the single electricity price and two-part electricity price can not work. Based on two part electricity pricing and public goods pricing, the thesis established three-part electricity price which includes capacity, energy and ecology price.3. Analyses show that average cost and marginal cost pricing can not meet the need of the project of small hydropower replacing woody fuel, so the thesis applies the average cost and marginal cost mixed pricing, and uses average increment externality benefit to calculate the marginal eco-environmental benefit.4. Comprehensive analyzing the index systems of normal small hydropower economic evaluation, forest value evaluation, renewable energy evaluation and hydraulic project social evaluation, the thesis establishes the comprehensive evaluation index system of project of small hydropower replacing woody fuel, presents evaluation standards and the measure to standardize. Considering the structure of the index system and many qualitative Indices in the system, the thesis applies fuzzy hierarchy process analysis to evaluate.These research results have laid a foundation for application of the project of small hydropower replacing woody fuel.
