With the development of national economy and the acceleration of the modernization course,small hydropower stations have become a powerful means to settle the problem of industrial power shortage in local areas.However,due to the long construction cycle of small hydropower stations,the large amount of investment,the complex construction taches,there exit relatively high risks about small hydropower stations,and they also easily affected by external factors such as nature and environment,economy and politics.Based on this,this text takes the A small hydropower station construction project opened up by W company as its research object,in order to cope with the project risk and guarantee the smooth the projects go on smoothly,this paper evaluate the risk of the most dynamic construction cycle which exit the largest risk in the risk management of hydropower station projects,and then study for relevant coping strategies.This paper systematically sorts out the current situation and comprehensive review of the risk management of water conservancy projects in recent times,and theoretically summarizes the risk management,hydropower project construction cycle and other related contents.First of all,when identifying the risks of A small hydropower stations,this paper use brainstorming and risk checking to study the risks generated by the internal and external environment,and then summarize the risk factors and finally draw a total of 26 risk factors identifying lists in seven categories: politics,economy,society,natural environment,organizational management,technology and finance.Secondly,based on the risk factors identifiying lists,with the hierarchical analysis method,we will calculate and evaluate the importance of each risk category and risk factor,and also combine with the fuzzy comprehensive evaluation method to establish a risk comprehensive weight evaluating model during the construction period of A small hydropower station.Based on the risk analysis and evaluation results of the A small hydropower station project,this paper propose corresponding coping strategies on two dimensions: different levels and different types of risks.Finally,in view of the above-mentioned risk response strategies and the actual situation of the project,the risk management system within the enterprise is constructed,and safeguard measures are formulated around the four aspects of rules and regulations,organizational system,human resources and financial funds,in order to avoid project risks while improving the risk management level within the organization.Taking the A small hydropower station project as a research case,this paper uses a variety of studying methods such as literature documentation method,investigation method,level analysis-fuzzy comprehensive rating method to carry out corresponding risk response strategis research,and formulates effective measures to ensure the succesful development of the project and avoid risks.It is of instructive significance for the Water conservancy development enterprisethe to conduct engineering projects management,and simultaneously provides a way to avoid risks and solve problems for similar engineering projects.
