Researches On Policies For Woody Fuel Energy Resources In China

Currently, the world entered the era of energy scarcity, and environmental issues are on top issues of global concern. In order to solve the current problem of shortage of resources, it is put on the global and China's agenda to find out how to develop new energy resources which includes biomass energy. Woody fuel energy having clean and renewable, remarkable environmental benefits, great potential of resources, not competing with food production and other incomparable advantages, is the main trend of future.National experience shows policies have crucial roles in promoting the development of biomass energy. However, there are almost no policies especially in woody fuel energy resources, whether abroad or domestic. The development of woody fuel energy resources needs the support of relevant policies. The point of this paper is to design a policy system which can effectively guide the development of woody fuel energy policy of China and suits the situation of our country.Thus, based on the research on biomass energy policy at home and abroad, investigating and analyzing the current status and problems of woody fuel energy resources to find out the direction and space which policy can play a role in. Using producer surplus as economic welfare, with the policy variables as instrumental variables, the paper sets a policy model for woody fuel energy resources, to analyze the effect of the policy quantitatively, and find out a policy system for the development of the woody fuel energy resources.
