The Research On Hubei High-tech Product Export

In recent years, High-tech industry well in Hubei, industry sales revenue grew rapidly, innovation capacity continued to increase, industrial agglomeration effect began to show, High-tech Industrial Park radiated effectly as the core, technology pioneering platform system improved gradually. High-tech exports grew rapidly too, such as pull regional economic effectively, the main markets are Europe and America with a diversified trend, the supply area concentrated in Wuhan, major export products are computer and office equipment. The author analyze the cointegration with export commercial value of high-tech products, export value of general commodity and GDP by Eviews software. And concluded that GDP could promote export commercial value of high-tech products developing in Hubei Province, but the relationship among them is uncertain. The function of exports of high-tech products could promote local economic developing hasn't really reflected. This is mainly due to the export of high-tech products of Hubei still stay in the initial stage of development of instability. The support of high-tech industries get from government is not powerful, so the development of this industry can not kept up with the speed of local economic development. In order to promote the development of regional economy, we urgently need to increase the support to high-tech industry.After making some further research with the foreign trade system, we find out some important problem. For example, the scale of export is too small and products industry develope unbalancely, the proportion of processing trade is too high, the proportion of State-owned enterprise and Private enterprise export value is too low, R&D investment insufficiency, small and medium-sized enterprise financing difficultly, the serve of government are malfunction and so on. These problem are due to monopoly control technological structure of export products by foreign enterprises, the system of independent innovation system operated unhealthy, low management quality of most enterprise and the unhealthy system of state-owned commercial banking, urgent innovation need for government management system and mechanism and so on. So Hubei Province should continue to implement the planning of high-tech industry and the "Science and Technology Trade" strategy, increase financial investment and broaden the financing channels, promote transformation and upgrading of high-tech enterprises, enhance independent innovation capability, play fully the role as management and service functions of government.
