With the steady development of urbanization and industrializatio process, urban size and population has increased dramatically, inevitably led to the increasingly problems of urban water environment pollution, water system ecological destruction and residents health threat. It has gradually becoming a new challenge to improving urban water environment during urban rapid development process. To realize the sustainable development of urban water environment, ensure good urban water environment to satisfy urban economic and social sustainable development needs, and theoretically judge the feasibility and rationality of existing urban water environment comprehensive treatment measures, it has been quite imperative to establish a system of scientific and standardization urban water environment assessment index system, evaluation methods and evaluation tool.This paper comes from the sub-program, Study on Comparison of Domestic and Overseas Urban Water Environment Assessment Indicator Systems (2009ZX07318-003-001), based on the project Research and Demonstration of Urban Water System Planning and Management Technology, which is one component of the project Research and Demonstration of Urban Water System Comprehensive Assessment System, and the project belongs to National Water Pollution Control and Management Technology Major Projects: Research and Demonstration of Urban Water Pollution Control and Water Environment Comprehensive Improvement Technologies.The main research contents and conclusions are as follows:①Aim at lack of systematic and scientific urban water environment evaluation systems, and imperfect water environmental assessment laws and platform construction problems in China, based on large quantities of data and comprehensive analysis of the existing urban water environment characteristics at home and abroad, put forward based three attributes of urban water environment system, which includes quality and quantity attributes, facilities attribute and management attribute, and then put out particular investigation and summary of the existing urban water environment related evaluation index systems at home and abroad based on the three attributes.②Extend analysis the urban water environment assessment systems related to the three attributes, and make specific vertical and horizontal analysis comparison from establishment of urban water environment assessment system, the index weight determination, the selection of evaluation methods and other aspects. Propose that from the point of view of urban social, economic and environmental sustainable development, recommend using theories of analytic hierarchy process and expert consultation method, in order to provide critical foundation support for the subsequent establishment of urban water environment comprehensive assessment index system and related indicators.③Take research of the model framework to the urban water environment comprehensive assessment index system. According to the detailed analysis and study survey, based on the recommend analytic hierarchy process (AHP), experts consultation method and principal component analysis (PCA), to screen evaluation index and determine the weight, and construct a hierarchical and subsystem urban water environment comprehensive evaluation model framework, which suitable for China's national conditions.The research results of domestic and overseas urban water environment comprehensive evaluation index system, will provide technical support and theoretical basis for rhe establishment and promotion and practice of perfect scientific system of urban water environment assessment system in future, which has important practical significance.
