The Research Of Earthquake Emergency Rescue Materials Allocation

Emergency occurs frequently in recent years, which has a serious threat to people's life and property security. In all emergencies, the damage of earthquake is the most severe in natural disasters. Mitigating the casualties and property losses caused by earthquake and making the social influence controlled in the minimize degree should become the most important task for earthquake emergency management. How to use all kinds of information effectively, assemble and distribute earthquake emergency materials scientifically, make earthquakes prevention and post-earthquake rescue work perfectly, which are the urgent need to deal with.Based on the study of massive materials about earthquake emergency management at home and abroad, this paper summarizes the existing problems in the management of earthquake emergency according to the situation of earthquake emergency management. And the paper tries to propose the specific measures to improve the level of the earthquake disaster mitigation emergency management from three aspects: monitoring and prediction, earthquake prevention, emergency rescue. On the part of information management system, the paper proposes the methods of collection, classification and output about earthquake information, the program of establishing the internet to transfer the earthquake information, and the allocation and classification of earthquake emergency rescue materials. All these measures provide the basis for the rescue work. In the aspect of transportating the rescue materials, a mathematical model is made to solve the problem of maximum throughput with time constraint. The calculating method to solve the mode is also proposed, the mode provides the assurance of transporting the aids within short time in theory. In the view of foreign advanced experience, the emergency measures are proposed: estabishing the earthquake warning system, perfecting the laws about earthquake emergency management, the methods to reserve rescue materials, the setting management to the shelter and so on. All these studies have certain reference value to relieve the losses and hazards caused by earthquake and improve the level of earthquake emergency management in our country.
