In recent years, natural disasters happened more and more frequently worldwide, which brought great losses. In order to decrease the losses the disasters bring, it is very important to establish an effective response system. As the basic foundation in the disaster-relief operations, an effective emergency logistics system plays an essential role in disaster-relief operations.Based on the analysis of the disaster of earthquake, this thesis discussed the problems involved in the two decision-phases in emergency logistics operations: the forecast and allocation of emergency resources in earthquake-relief operations. This thesis aims to provide effective decision approaches to relevant emergency management institutions.Firstly, this thesis discussed the characters of the disaster of earthquake and the evolution of emergency management in China, analyzed the status quo of the emergency logistics system in and out of China and pointed out the problems existing in China.Then, this thesis discussed the allocation strategy of emergency resources when the supply amount is less than the demand amount. There are four parts involved: the estimation of demand amounts of emergency reliefs for the affected areas, the fuzzy-clustering of affected areas in earthquake-relief operations, the determination of demand priority sequences and the allocation model of emergency resources.Finally, this thesis constructed a numerical example to validate the feasibility of approaches proposed in this thesis. |
