A Study On Public Policy Of Strategic Resources Security In Low-carbon Economy

As the Low-carbon Economy becomes historic trend of economic development, the economic security stands out gradually and becomes the focus of the word.How to objectively understand the national economic security, especially how to lay down the China national economic security stratagem on the basis of the situation of China,and how to efficiently ensure the strategy of the China national economic security, have great theoretical and practical significance for China to improve the Chinese competition ability and develop peacefully in the world.The national economic security is the main part, extension and expansion of the national security. It plays principal roles in the key domains among the politics, military affairs and economics. The national economic security means the status that primary economic interest is kept away from the destruction and interference from home and oversea, and that national economic develops continually and healthily.Firstly, national security means the economic status that one country can obtain national economic interest safely and develops national economics steadily, continually, healthily, and be free from dismembering economic sovereignty. Secondly, national economic security means that one country has the ability can resist the alteration from politics, economics and military from home and overseas, and can keep economic crisis away.This thesis ,by comprehensively using theories of science of international relationship of politics and economics, international finance, international trade, international investment and knowledge based economics, information economics and so on, by closely connecting together foreign and domestic practices, studies the problem and its countermeasures of national economic security systematically. This thesis is divided into five chapters,the main content as follows:In the second chapter,the origin of national economic security is studied and the essence of the national economic security are analyzed.In third chapter, the main part of the thesis, the status of China economic security and the problems are analysed. Based on above analysis, the investigation on the factors, which have a great impact on the China strategic resources, including the oil security, food, water, is performed. The fouth chapter introduces the experiences of USA,Russia and Japan. In fifth chapter, the measures to safeguard the national economic security are proposed based on the above analysis from domestic level and international level. Only when we lay down the solid measures to guarantee the China economic security without delay will Chinese economy not be defeated in the tide of economic globalization,on the basis of which China can realize"the peaceful rise"and the great renaissance of the Chinese nation.
