Case Study Of The Industry Restructure In Resource-based Jincheng

In 2008, a sudden financial crisis triggered global economic turbulence, the resource industries which based on mineral development had also not been spared, and the impact on the coal resource-based cities in Shanxi Province was even worse; In the same year, the National Development and Reform Commission published the first batch of 12 resource-exhausted cities, and the next year determined the second batch of 32 resource-exhausted cities which would have to face transformation , meanwhile ad, the words such as "recycling economy" and "scientific development" begun to enter the government documents. The above information has fully exposed the the resource-based industries'weakness of highly dependending on the external markets and lacking of resilience.And that,the finiteness of the resource reserves and the inevitability of resource exhaustion are also unavoidable problems.Therefore, it is the only way to implement economic restructuring strategy and take the road of sustainable development for resource-based cities.The urban transition is an effective way for resource-based cities to avoid the external market risks and come to achieve pluralistic, stable development, while the transformation of resource-based industries which directly influence and restrict the resource-based urban social transformation and spatial transformation is critical to the success of the urban transition; so,compared with the resource-exhausted cities which have to face transformation under pressure,it is more forward-looking and instructive to select the resource-based industries in the growth stage as the object of the transformation to study on. Therefore, this paper takes Jin City in Shanxi Province as an example to make a study of the transformation of coal resource-based industries.The full-text is divided into seven chapters, the first two chapters introduce related-concept of resource-based industries in cities as well as the related-theory and research practice both at home and abroad.The third to fifth chapters are the main part of the paper, the third chapter discusses the formation and development stages of the Jin city's resource-based industries,and the fourth chapter illustrates the determination of jin city's resource-based leading industries and the selection of its transformation mode, while the fifth chapter discusses the space transformation and its layout of resource-based industries.The sixth Chapter proposes the "three of a type" transformation strategy of resource-based industries in Jin City, and the seventh Chapter is the conclusion of the paper, including basic conclusions, the main innovation and follow-up research prospects.On the basis of empirical research to the transformation of resource-based industries in Jin City, the paper hopes to explore a transformation mode and strategy suitable for the rapid development, which meanwhile will avoid the "mine dried up the city bad" tragedy, excepting that it can provide a reference to the transformation development of resource-based industries both in jin city as well as in other cities of china.
