Study On Industry Transformation Of Resource-based Cities At The County Levelbased On Asymmetric Advantage

Under the background of economic crisis, the growth of China’s economic is slow down, the production of resource-based industries supply too much. In the context of serious air pollution of the region of Beijing, Tianjin and Hebei, new environmental laws began to be implemented, resource-based industries are severe constraints and regulation. Under the condition of the coordinated development of the region of Beijing, Tianjin and Hebei, Hebei will undertake the part of the energy intensive and highly polluting enterprises which Beijing transfer, air pollution problem will be worsen. City’s industry transformation pressure will increase. The purpose of this article is fundamental to solve the structural problems in the process of development of resource-based industries, environmental regulation and legal constraints. The paper use the following methods, namely the value of Moore, Econometric Analysis, Grey Correlation Analysis, SWOT Analysis and Stackelberg Game Theory, which study the value of Moore structure of resource-based industries, the relationship between the industrial structure change and economic growth, the evaluation of industrial competitiveness of the region of Beijing, Tianjin and Hebei, the restructuring game model of leaders and followers, the choice of mode of industry transformation and the analysis of the industry development path. The paper have given the cooperation methods between industry transformation of the region of Beijing, Tianjin and Hebei. Further, this paper has given two different modes of industry transformation and the industry development path of leaders and followers.Qing Long is located in the northeast of the region of Beijing, Tianjin and Hebei, which has a typical resource-based city and high resources endowment, and face some problem that the production of resource-based industries supply too much and resource-based industries are severe constraints and regulation, So industry transformation pressure is high in Qing Long. Based on the above analysis, the paper has studied the issue of transformation of industry in Qing Lon, and has given the mode of industry substitution and the second path of development of industry, and has established leading industry based on the processing industry of agricultural and the development of tourism resources.
