Research On Industrial Transformation Policy Of Coal Resource Style City——A Case Study Of Qitaihe

Coal resources city was developing with utilization of coal in planned economy era, and the leading industry is coal mining and primary processing.However, when China society came into the market economy, the coal and its products were no longer sold exclusively by national schedules, the problem of unreasonable industrial structure in coal resources city like Qitaihe city is not increasingly prominent. On the one hand, a single product structure is difficult to adapt to market changes, Once the coal market was depressed, the whole city economy would suffer serious impact; On the other hand, the coal product processing techniques is still confined to primary level such as coal washing, coking and pretreating, coal chemical industry is just at the beginning stage, the limited added value and the less market competitive advantage made the economy of the city depend on mining volume expansion isolatedly which faced with resources and environmental constraints. Therefore, the transformation and upgrading of industry is essential and urgent to promote.This paper took Qitaihe City as the research object, analyzed present industry situation, including three industry proportions, leading industry, the coal industry, emerging industrial structure and characteristics, and figured out the existing common problems of leading industry in resources cities. Then based on industrial structure theories, this paper evaluated the rationalization and supererogation of its structure, it found that the industrial structure was not optimal, coal resource was being exhausted, ecological and environmental pressure was increasingly intense, and emerging industries and technology were still under-developed. Besides, according to the examples about transformation of the resources city at home and abroad, this paper expounds the importance and urgency of industry transformation and upgrade in resources city.The paper referred to the empirical evidence of direction and path choice in coal industry transformation upgrade of the resources city, gave the advices to Qitaihe City, that was to develop recycling economy; to speed up the coal industrial upgrading, strive to develop non coal industry, push the transformation of the leading industry; to support the development of modern service industries, accelerate the promotion of the third industry overall level; to develop strategic emerging industries, upgrade of industrial competitive advantage.In the end, the paper discussed the policy guarantee system of the coal industry transformation and upgrade in resources city like Qitaihe city, including the fiscal policy, financial policy, industrial policy, land policy, human resource policy, employment policy, aimed to offer a political support and an available approach to the industry transformation and upgrade in Qitaihe city and similar coal resources cities.
