As the worldwide energy crisis become more prominent, natural disasters caused by the environmental stress, which has made human beings paid a painful price. Energy saving and environmental protection has become humanity's most concern. Construction industry, that a high energy consumption and high pollution industry, in which "green building" and "ecological construction" have become one of the hottest topics in the field of construction and real estate at present, which determines the development trend of the construction industry is the building energy conservation . Therefore, from the economic, environmental and social benefits perspective, making a scientific and reasonable evaluation of building integrated energy-saving effect in the context of cost control, thereby optimizing the original design of the program or to choose the best comprehensive benefit program is becoming increasingly important for the construction Energy-saving. Building a set of scientific and practical comprehensive evaluation of building energy-saving system, enhancing the construction project's "green" value , which is the key of successful implementation of"building energy conservation".In the view of the difficulties in the promotion process of the building energy conservation, especially the problems and shortcomings of energy-saving evaluation methodology, the article use the value engineering principles and modern mathematical tools to energy-saving evaluation, optimizing and improving the overall energy-saving evaluation system from the evaluation index system settings, functional indicators' data processing to construction of evaluation model. In basis of theoretical research, this thesis also use a case validate the scientific and practicality of evaluation system in the scientific evaluation. Further more, this paper demonstrated the value engineering theory's important application position in the construction projects and developed a new comprehensive evaluation method and system for the Green Building's energy-saving evaluation.
