Research On Evaluation Of Social And Economic Benefits Of Chengdu-Dujiangyan Express Railway

Chengdu-Dujiangyan express railway is a key rebuilding project after "512" Wenchuan earthquake and also an important part of westward transport channel in Chengdu. As the important infrastructure and leading industry, the construction and operation of the express railway not only can promote the support capacity of disaster rescue in emergency, but also can satisfy increasing regional transport demands between urban areas and countryside. Meanwhile, it also accelerates recovery construction and industrial structure adjustment in disaster areas, and promotes economic development of regions along the express railway. The social and economic benefits generated by the express railway are the externality reflection as social public transport infrastructure, and the externality evaluation is the key content of post-evaluation of the express railway. Therefore, the evaluation of social and economic benefits of the express railway is the key content in post-evaluation as well as an important means to measure investments and benefits.In the evaluation process of social and economic benefits of the express railway, this paper established a set of relatively uniform and perfecting evaluation index system and quantitative evaluation methods.Based on the large related references at home and abroad, this paper firstly introduced the research background and significance of social and economic benefits evaluation of the express railway, and put forward the research thoughts and methods after summarized and referred to related research at home and abroad. Secondly, it introduced the development of our country’s high-speed railway construction and pointed out the research object of this paper classified as express railway and urban railway among high-speed railway. Meanwhile, it introduced the social and economic development and the present transport situations of regions along Chengdu-Dujiangyan express railway, briefly analyzed the impacts to those regions, and introduced its technical economy, transport and operation conditions. In addition, it discussed the concept, theory and connotation of social economic benefits evaluation of express railway, synthetically analyzed the correlations between Chengdu-Dujiangyan express railway system and economic, social and natural environment, then established the evaluation index system based on the principles and characteristics of social and economic benefits evaluation on railway. According to the established evaluation index system, it detailedly analyzed the evaluation contents for each single index using qualitative and quantitative methods.Then, it summarized the main evaluation methods, analyzed the advantages. disadvantages and applicability of various methods, and pointed out the reasons to adopt Fuzzy Comprehensive Evaluation Method and applied it into the evaluation of the social and economic benefits of Chengdu-Dujiangyan express railway. Finally, based on Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation Method and took Chengdu-Dujiangyan express railway as object, this paper conducted specific calculation. The evaluation index system established by this paper can provide experience, reference and method guidance for evaluating similar projects in the future. Besides, it also can promote reasonable decision in the planning and construction of express railway nets, so as to perfect our country’s express railway evaluation theory and methods on social and economic benefits.
