Fairness and efficiency are always the two value targets that were sought by human society. The relationship between fairness and efficiency has been a hot topic in the modern society. The modernization process of China is also a process that dealing with the relationship. Especially after the reform and opening up, China has been focus on the economy and the relationship between fairness and efficiency has become an obvious problem. Now it is a critical period for China, it is very important to do well on this issue.In the past three decades, China strived to explore the relationship and had so many different opinions. Some people supported that efficiency must be put in the first place, and others supported fairness first. Besides, maintaining the balance between the two sides was another opinion. The country's guiding ideology has changed gradually. At first, it was"negative average and emphasizing efficiency". Then, it had converted into equity and efficiency alternating. Now our country paid more attention on social equity. The relationship between fairness and efficiency is not solidification constant, different opinions appeared in different periods. Regulating the relationship between them should be based on the specific characteristics of the times. Regulating the relationship between the two aspects is the key to solving social conflicts.Now it is a new stage that regulating the relationship between fairness and efficiency. Chinese people should seize the opportunity and do practical work well. In order to pass the period smoothly, regulating the relationship between fairness and efficiency was necessary.
