Urbanization Identification Paradox Of Landless Peasants And Management System Adaptation

Recently, with the development of the social economics , the shortage of field makes the main factor which restrains the development of the economics of Jiaxing. In order to deal with the problem, a new policy called to separate and change in two ways has been pushed out in the whole city of Jiaxing in 2008. In the new policy , to separate in two ways means to separate the farmers'housing sites from the farmland, and to separate the relocation of the houses from the land circulation, to change in two ways means to change the contracted management rights of the farms with social security, and to change the farms with the houses.The new policy of to separate and change in two ways is an all-around and systematic revolution which should play a part in the settlement of the space dilemma in the development of the social economics. According to the social development blueprint, above 80%farmers from the rural areas will swarm into new established communities in the countryside or into the communities in the cities in the following eight to ten years, which makes a transformation from the farmers to the city residents. In fact, the social influence of the new policy of to separate and change in two ways has been over territory restriction, and the theoretical value contained has been well above the value of the policy itself. Under the situation of the rapid social and economic transformation of China, the new policy of"two separates and two changes",which has been treated as a significant event, is sufficient to raise our deliberation.The issues with fields is the central part dealing with the issues concerning agriculture, countryside and farmer, and the farmland in Chinese countryside not only has production functions, but also increasingly converts to have the security function which mainly bears the survival security of the farmers. But in the process of citizenization of the farmers lost fields, as a result of the shortage of the local government finance ,the delay of the innovation of relevant institutions ,the poor management of the communities, and especially owing to the invalid settlement of the problems with the poor path in arranging the peasants lost their fields, the inferior reemployment ability and the deficiency of the elementary social security ,the peasants lost their fields without reasonable arrangement have been relapsed into a no-farmland, no-work opportunity, no-base guarantee dilemma. The problem dealing with the peasants lost fields without reasonable manipulation will make an important factor impacting the overall planning of the urban and rural areas, and make a gordian knot in terms of the issues concerning agriculture, countryside and farmer.As an experimental item, the policy of"two separates and two changes"has proliferated concerns by lots of institutions and scholars. Corresponding to the recent practice of the social and economical development of JiaXing, this paper makes a systematical analysis and research of the city residents identities condition and its reason of the farmers lost fields and put forward the strategy in the improvement of management institutions under the situation of the policy"two separates and two changes"with helps in many ways.In the first section, this paper represent the space-time background of the generation of the policy of"two separates and two changes". From the standpoint of the government, the policy is an efficient way to resolve the space problem of the coming social and economical development, and is an inevitable selection in dealing with the problem of urbanization and the land obstruct in the development of modern agriculture. In the second section, this paper gives an account of the basic idea and the main methods of the policy of"two separates and two changes". Take an example of the peasants lost fields in Xincang Town of Pinghu city, the paper makes an all-around analysis of the conditions of the city residents identities and its reason by putting out questionnaire, interviewing the peasants and holding forum. In the last section, the paper deals with the social policy and the inauguration of management practice manipulated by the local government on the peasants lost fields, and makes further suggestions on relevant management institutions.
