Study On The Land-lost Peasants' Problems

Along with the advancement of industrialization and urbanization, the amount of farmland turned into construction land is increasing by the way of land requisition. It initiated many social contradictions and "land-lost peasants' problem" that attracted much attention. Through analysis on evolution of land requisition system and land income distribution mechanism, this paper attempts to promulgate the essence of "land-lost peasants' problem". It also tries to find the basic reasons of land-lost peasants, to seek a way which can solve the land-lost peasants' problems, through investigation on "land-lost peasants' problem" and it's reasons in Wuhan, to promote the social economy in a continually, healthily and stably way.This paper mainly uses the question-and-answer survey, the contrastive analysis and model measuring methods to conducts the research. It can be divided into seven parts. The first chapter is "the introduction"; the second is "the changes of land income in the process of farmland conversion"; the third is "the evolution process of land requisition system and its benefits assignment in our country"; the fourth is "land-lost peasants' problems and its reasons"; the fifth and the sixth are "means to solve the land-lost peasants problems during the process of land requisition"; the seventh is "conclusion and discussion".Through the research, the author believes that the unfair land income distribution is the basic reason of the land-lost peasants' problems. Under the market economy condition, in the process of farmland conversion, rural collective and peasants' income reduce, while the government and land user's units increase. Therefore, according to the fair principle, compensation for requisitioned land should include market value, social security value and the correlation subsidy. Based on this, the paper puts some countermeasures to solve the land-lost peasants' problem in the process of land's taking over and land expropriation.
