The national railway engineering construction grows faster and faster along with the rapid development of social economy and rising urbanization process, which leads to large quantities of agricultural land requisition. Railway engineering construction pushes forward a rapid economy development; however, it has deprived the peasants of their land which contributed to their main household income in the past. With declining physical quality and ever-increasing family burden, the land-lost peasants, born in the1940s and1950s, is a special population who should be paid much attention. Comparing with the younger land-lost peasants, they had received lower education, owned poor skills, inferior re-employment ability and heavy family expenses. A serious social problem will arose if the special population isn’t taken into account scientifically and cautiously when the land-lost peasants’old-age security system is constructed, which will affect social stability, economic development, and the construction of a harmonious society.This thesis quotes the data from the effected residents’resettlements in Guiyang-Guangzhou rapid transit railway of the PRCDP, the land-lost peasants’production and current life conditions, medical cares, employments, and other social security situation are investigated systematically on the spot, and the system deficiency is stated briefly. Combining with relevant social security system theory, it puts forward measure and suggestion to perfect the old-age security system for the railway engineering resettlements born in the1940s and1950s that had lost their land.In the end, three conclusions are drawn from this study, first, the current social security level of the land-lost peasants is generally low, so it is urgent to promote their social security level, guarantee their survival and developmental rights; second, a low land compensation standard in the railway program can’t keep sustainable life and development of the peasants; third, this system is a systematic project in which kinds of interest should be considered, and state, collective, and individual should be coordinated well.
