Security industry which is a new sunrise industry has great prospects for development. State-owned credit guarantee enterprises as a major force in the security industry play a leading role in the development of the security industry. However, facing today's complex domestic and international economic conditions, particularly in the face of international financial crisis which has not gone, if the state-owned enterprises shall maintain stable and rapid development, they need find a breakthrough in the development, while the management of "human" is one of the development of the breakthroughs. Human Resource Management in Business Administration is already becoming more and more important, state-owned credit guarantee enterprises are indeed. Psychological contract as a link connects organizations and employees in state-owned credit guarantee enterprise' human resources management, for it can provide the means of trust, safe, dedication and emotional appeal for enterprises and employees. In this context, this paper proposes the theory of interactive management of Psychological Contract based on the practice and theory, and then apply it to state-owned credit guarantee to improve the leadership between leaders and relations employees in human resource management, and look forward to provide reference to the human resource management of state-owned credit guarantee enterprises.This article summed and reviewed the research of psychological contract domestic and foreign, and then systematically expounded the meaning, features, content and structure of psychological contract, and introduced the breakdown and breach theory of psychological contract, and the concepts involved in the study. Subsequently, according to the actual situation of human resources management in state-owned credit guarantee enterprises, the paper will analyse the problem existing in the human resource management of state-owned credit guarantee enterprises, such as human resources planning, job analysis and evaluation, mechanisms to select candidates, staff training, performance management and pay management, and the psychological contract differences between leaders and employees in sample enterprise based on the research methods as questionnaires and statistical analysis.In the study of the problems existing in the human resources management of state-owned credit guarantee enterprises and the psychological contract differences between leaders and employees, the paper proposes advises to strengthen the interactive management of psychological contract in the construction period, period maintaining and continuation period from the perspective of psychological contract. The author believes that: Satisfaction with the staff and leadership in human resources management is closely related to psychological contract, because the rupture or a decline in employee satisfaction will lead to a series of negative emotions and behavior, thereby affecting the work efficiency. Healthy psychological contract between business leaders and employees can promote the values advocated by enterprise to be accepted by employees; the same time, the internalizated enterprise values can strengthen and consolidate the psychological contract.
