With continuously deepening economic globalization and integration and constantly improving our market economic system, the competition of domestic petroleum and petrochemicals market which is dominated by the domestic petroleum companies, and the big foreign petroleum companies as well as the domestic private enterprises participate in actively develops in depth. At the same time, the copetition (cooperation and competition) is more complex, and competition within the same region diversifies. The ways of competitions have transformed from the traditional price competition to all around competition, including cost, service, quality, brand and so forth. The traditional market of petroleum and petrochemical industries is facing the strike constantly.Jinxi Petroleum Processing and Petrochemical Company (JPPCC) is a wholly owned subsidiary company of China National Petroleum Corporation (CNPC). Through seventy years'development and three reorganizations, it has basically built the basis of its existence and development, and the development pattern of three bases (petrochemical, energy, storage and transportation) has formed. However, in December 2009, the subsidiary companies of the three bases were purchased by PetroChina according to CNPC overall arrangements. JPPCC has to carry out new strategic management system in order to stand up in violent market competition and develop steadily.JPPCC as the subject of study, this article has made a more systematic research on its development strategy with reference to classical strategy management theory study method.This paper firstly proposed the problems arousing in the reformation and development, and then made an analysis of the general environment and resource competence situation. Through SWOT method, it also made out the advantages and disadvantages of JPPCC. After that, based on SWOT analysis result, it established the overall strategic aim. Lastly, in order to guarantee the implementation and control of its strategy, this paper put forward practical measures from respects of reorganization, operation system reformation, internal management, market, human resources, enterprise culture construction, information construction, etc.. The study also has its reference value for other non-listed petroleum processing and petrochemical companies subordinate to CNPC.
