In the continuing study of high-performance human resources management system, Performance Management (PM) as the core of human resources management system plays an important role in implementing the Operations Strategy and enhancing the core competitiveness of enterprises. Presently, domestic and foreign scholars are fully aware of the importance of performance management in promoting the organizational effectiveness and building high-performance human resources management system,advance the perfect theory of performance management. However, a variety of problems are constantly emerging in practice, this phenomenon is inseparable to lack of concerns in the key factors affecting the effectiveness of PM. These key factors decide the effectiveness of PM directly. For this reason, this article provides a basis for enterprises to build high- effectiveness performance management system, selects the key factor in successfully implementing the PM as the object of study,explores the way to? enhance the effectiveness of performance management effectiveness based on these key factors.This article attempts to analyze the key factors that affecting the effectiveness of PM deeply according to the latest research on the effective performance management system and the characteristics of performance management system's components. Based on the research literature, adopting the method of combining destruction, reorganizing the research results of effective performance management system, summarizing the key factors that affecting the effectiveness: organizational environment,management priority,strategic congruence,process control,employee involvement,performance appraisal indicator system designing,the application of the performance appraisal results. And , building the model of PM effectiveness which consists of the cost control, the performance of staff level, the performance of organizational level on the basis of management theory and organizational behavior theory.This study proposed a performance management effectiveness model we regard seven key factors of PM as independent variable, organizational communication as moderator variable and the effectiveness of performance management as dependent variable; and prepared and amended PM effectiveness affecting factors questionnaire in seven sub-scales, then used factory analysis, ANOVA, simple correlation analysis, multiple regression analysis and moderated regression analysis to verify the assumption. Based on analysis of the results, the relationship between the variables is clarified. The results of this study suggest that: (1)management priority,strategic congruence,process control,performance appraisal indicator system designing and the application of the performance appraisal results are the main factors which impact the PM effectiveness significantly. (2) performance appraisal indicator system designing and the application of the performance appraisal results don't impact significantly. (3) organizational communication plays the moderator role in the relationship between the four factors of management priority, process control, employee involvement and performance appraisal indicator system designing and the PM effectiveness are significantly.According to the analysis conclusions, this paper puts forward five rationalize advices on enhancing the PM effectiveness, including: optimizing the organizational environment, scientific designing performance management system,?controlling the process of performance management, rationally using the results of performance appraisal and improving the organizational communication effectiveness.
