In the flexible environment, the competition among enterprises is not only depending on products, but also knowledge and talent. Under such background, employee participation management that treats staffs as core capacity has acquired more and more attention. Employee participation management focus on "human-oriented" concepet, and pays attention to the humanistic care of organization. By stimulating employees'awareness of participation and participation behavior, improving the ability of knowledge sharing and creating. On the other hand, following new labor law, more staffs get to know fairness. Organizational justice relates to satisfaction and commitment, even to further development. Therefore, introduce the organizational justice in employee participation and organizational effectiveness research framework, and analyze the relationship between employee participation management, organizational justice, and organizational effectiveness, have significant sence.At the beginning, On the basis of previous literature reviewed, the author point out the progress and the deficiency. And then construct the framework and hypotheses of this research. Through questionnaire survey method, using the staffs of financial industry and the machine industry enterprises for the study, through descriptive statistics, One-Way ANOVA, correlate and regression analysis methods to inprobe into inherent function mechanism among employee participation management, organizational justice, and organizational effectiveness.Through the statistic analysis, research get following conclusions: (1) the foreign scales of employee involvement and organizational justice in China are also suitable. (2) the media role for organizational justice is significant. (3) the dimensions of organizational justice still have partial media role. (4) Highly significant differences in variables caused by gender,age,education and working life. (5) The averages of variables are different between financial industry and the machine industry. (6)The relationship between employee participation and organizational effectiveness is more significant in machinery industry; and the mediating role in machinery in more apparent. In the end of the study, puts forward the limitations of the study and research direction in the future. And based on the conclusion for the organization's development put forward four proposals: to establish democratic management style; to focus on employee ability development; to improve participation channels; and to establish and improve the system of participation.
