At present, the world economy shifted from extensive growth mode into an intensive type gradually, the emergence and development of modern service industry will undoubtedly plays a very important role in the process of changing economic growth. The birth of the modern service industry, and formally be started in China, in September 1997 the party's 15 major reports. In recent years, the central and local levels of government work report and documents have begun to put the development of modern service industry question on the agenda. So, we can see, it is an inevitable trend that vigorously developing modern services sector in the new economic development stage of China.By studying a large number of literatures, the author gives a preliminary definition of the definition and connotation of the modern service industry. After analysis of the development of modern service industry in China, we takes Shanghai as an example, through calculating the gray correlation degree, reaching a conclusion that real estate, culture, sports and entertainment industries, education sectors have the greater relevance of the modern service industry, and these industries have greater roles in boosting the modern service industry.In addition, the author also used factor analysis on China's 31 provinces and municipalities to evaluate, so as to arrive that although Shanghai'modern service industry having a certain foundation for development, but in economies of scale, industry-level and resource allocation function etc. has a certain gap with the China's Guangdong, Jiangsu, Shandong, Zhejiang and other provinces. Concludes with the feasibility of the proposed development of modern service industry in Shanghai, hoping to provide a learning Significance to the development of China's modern service industry.
