This paper is based on the human capital theory, new growing theory and human resource development and management theory, combined a number of domestic and foreign scholars'research in the field of human resources development, from the economic and social development perspective of Jilin Province, makes a more in-depth study of the human resource development situation and existing problems of Jilin Province. This article includes four parts. First of all, from the introduction of human resource development concepts and theories related to start with human resources development, the article summed up the relevant concepts and theories so that people have a more clear understanding of human resources development.Secondly, from the analysis of several indicators ,such as the human resources in Jilin Province by the quantity, quality, structure and contribution to the economy strength and human resources development and culture conditions, the paper cleared the level of human resource development in our province; and with Liaoning, Heilongjiang, Jiangsu, Zhejiang, Shandong, Henan, Hubei, Guangdong, Sichuan and other provinces comparison of major domestic ,found that the gap with other provinces of Jilin. Jilin Province , was found in human resources issues such as the human resources development process in the presence of shortage of high-level human resources, a large number of outflow of human resources, structural imbalance, less human resources innovation and the economic contribution of the low power.According to these existing problems, thus summed up the obstacles of human resource development in our province are: did not consider the human resource development as strategic work, neglected of the importance of vocational education and vocational training, only attached importance to urban human resources develo pment, neglecting of human resource development of rural areas, low utilization of human resources, lack of scientific incentive mechanism, the system imperfections problems of talent market, the lack of human resources development environment as well. Lastly, the basic situation of human resources in Jilin Province and human resource development in several aspects of the countermeasures are given. The paper suggested that we should clear the strategic position of human resource development in Jilin Province and establish a new concept of human resource development. We have to focus on the development of education and training programs to build life-long learning system. We had better strengthen education and health investment in human resource development efforts. We also have to promote the rational flow of human resources and effective configuration. We should improve human resources in science and technology innovation capacity and promote scientific and technological achievements. Through the development of non-public ownership economy, medium and small enterprises and service trade, we may increase employment activity and take full advantage of human resource.We should provide human resources development a more comprehensive economic and social environment as well. I hope that this research will raise the level of human resources development in Jilin province so as to effectively promote our province's economy and social sustainable development.
