The focus of international competition in the new period which has been changed from the energycompetition to the competition of science and technology. The competition of science and technology in the center of the talent competition, which are the important factors to promote the leap of social productive forces. The development of the rural human resources is an important factor to promote the rapid development of the rural economy. The development of the rural human resources is through the construction of new rural, farmer train and education system.The new rural culture are limited to guide program, on the existing rural human resources plan, its purpose is to realize the development of rural productivity, rural economic development and breakthrough. In China’s rural areas we have huge land and huge reserves of human resources. The key is the number of advantage and the quality of human resources advantage. To achieve this goal, we should firstly understand the current situation of rural human resources development area, such as population 、 level of education、 mortality、life environment、the situation of economic development, and we put forward the system scheme of rural human resources development and the investment of the scheme.Jilin province is a big province of production, where the development of agriculture occupies a special position in the field of economic development in china. In recent years,in Jilin province it has made great progress in the development of rural economy and agriculture, and through the development of rural human resources is an important measure to promote the development of rural economy. The development of rural agriculture cannot do without the support of intelligence.The development of the rural human resources is to provide the necessarily economic development of rural talents.Study on Evaluation of Jilin province in countryside of the human resources development of government’s behavior on the basis of the relevant theory and research.Firstly, building the evaluation index system of Jilin Province, the development of rural human resources of government behavior, and carries on the empirical analysis will use structural equation of the model.Finally the policy recommendations.
