Research On The CNPC Refining Enterprise QHSE System Improvement Based On DuPont Safety Management Mode

CNPC refining enterprise is a subsidiary of China National Petroleum Corporation (CNPC) business, which is an important pillar of national economy sectors, shoulder to the refinery of the petroleum-based raw materials and other important task of processing. In recent years, due to the good momentum of development that the macroeconomic maintained and the inertial function of the development of the industries own. CNPC refining enterprise which presents fast development situation basically form the relatively complete industrial management system, QHSE system is the integrated management system that fuses QMS, EMS, OHSMS and the advantage of HSE; it has become the unique safety management mode of a widely used CNPC refining enterprise widely-held since 2002 has been fully implemented by the group. However, performance continued to improve enterprise security, while the company continued restructuring by the oil market and the impact of competitive situation at home and abroad, CNPC refining enterprise is also undergoing the unrest of personnel and organization, all types of major accidents have occurred that safety management and supervision is facing unprecedented challenges. To this end, the paper attempts to improve the existing content of QHSE system in order to provide ideas and reference for the promotion of safety production management of the CNPC refining enterprise.As CNPC refining enterprise QHSE system for the study, from which the real business background, a brief introduction about DuPont safety management and the basic theory is introduced firstly, then, the article reveals the CNPC refining enterprise security management faced with the grim situation, and specific analysis of the safety management status; Secondly, the introduction of DuPont safety management model to compare the way to prove that the model can be used to improve the existing CNPC refining enterprise QHSE system; On this basis, in order to clear the direction of improvement, 22 major elements of the safety management mode of DuPont compare is used to analyze the QHSE system; Finally, according to the results of comparative analysis, from three major aspects, the article puts forward to the strategies of improvement for the QHSE system of petroleum refining business.
