The Analysis Of Dupont Safety Management Pattern Application Based On QHSE Management System Of Oil Marketing Industry

Oil marketing companies which are in charge of discharging, depositing and selling gas are an essential part of national economy, and safety is primary concern. QHSE management system which is widely applied in CNPC, could improve safety management continually. But there are still some factors such as lag of management, unreasonable structure of organize, unqualified employee, lack of accident report and hazard analysis system influence the effects. Meanwhile, exterior challenges from other domestic and international companies are drastic. So how to bring the safety management to a higher level has a practical meaning. This paper took Beijing oil marketing company as research object, which utilized Dupont safety management pattern to improve QHSE management, and analyses pertinently.Firstly, this paper compared two systems in aspects of developing history, management ideology, structure of organize and systems and concluded that they had identities and dissimilarities. Based on these, using Dupont safety management pattern to make QHSE management system better is feasible.Secondly, according to 22 elements of Dupont safety management pattern, this paper evaluated the actual safety status of Beijing oil marketing company comprehensively and summarized that there existed big disparities in key fields.Thirdly, this paper presented measures aiming at defects in safety culture, organization, safety auditing, accident investigations and reports etc.At last, this paper pointed that Dupont safety management pattern did enhance the efficiency of QHSE safety management. But in the process of implement, some practice conflicting with inherent principles of China and companies depressed the achievement.
