The practice which China's reform and opening up proves that, the degree of opening is proportionate to the economic and social development. Expanding opening up and development of foreign trade is an important way for Hebei to achieve the revitalization in the eastern region. As an important member of the Eastern District, technology is a bottle-neck in Hebei's development. Technological progress is a source which maintain economic growth steadily. Since 1990s, the study of technology spillover effects of imports are gradually in-depth, in which the existence of technology spillover effect of imports and its influencing factors are more concentrated. So, this paper will testify the effect of import-related international technology spillover on the development of technology in Hebei through theoretical and empirical research methods.This paper discusses the inner logistic relations of international trade and technology spillover, in addition, the institution and impacts for international technology spillover due to importing trade. This paper also brings human resource capital in CH model. Based on these analyzes, we generate some important conclusions:(1) importing trade has positive and significant effects on international technology spillovers of Hebei technology growth; (2) R&D activities not only are the important sources of domestic innovation, but also improve the absorptive capacity to foreign technology; (3) the level of human capital of Hebei Province is a key factor to improve the absorptive capacity of foreign technology. The empirical result shows that the comparatively low level of human resource and deficiency of domestic R&D expenses have, to some extent, hind the technology diffusion effects about by imports. So, Hebei need to break through the threshold level of absorbing capacity, improve the human resource capital level, advance the capability of transforming domestic research into real productivity, upgrade the product structure for trade, and establish a more reasonable and better international trade market system. Only in this way can we use the positive impacts of international technology diffusion effectively. |
