Technological progress is a source of economic growth, sustained economic development is mainly dependent on the degree of progress in technology.The country in open conditions through imports of technology spillover effects to promote their own improved productivity, thus boosting its long-term economic stability. Total factor productivity is an important indicator to measure the quality of economic growth, is a comprehensive reflection of the technological progress to economic growth.as a developing country, China’s import trade has been substantial growth since the reform and opening up. The purpose of this study is to draw on relevant theoretical and empirical research results, combined with China’s reality macro data, the article analysis how to affact total productivity of empirical combined with the human capital and import trade technology spillover.The three theories of overflow imports technology, human capital and total factor productivity are reviewed, followed by a review of empirical studies at home and abroad, on this basis, tease out the import trade and technological spillovers generated pathways,This article will be on the base of CH model, combined with China’s macro data, imports into the stock of foreign R&D to do an empirical test of the impact of China’s total factor productivity, verify imports overflow factor of China’s role, and then were introduced on the basis of the stock of human capital, trade openness of these two variables, Detailed analysis of the effect of the combination of these two conduction factors and foreign R&D stock on total factor productivity in China, and further empirical analysis of the different levels of human capital in total factor under open conditions.The empirical results indicate that domestic R&D investment is the main contributor to China’s technological progress, conduction through the channels for imports of foreign R&D capital stock of technology spillovers on the growth of China factor also played an important role.Relatively low level of human capital in China, resulted in human capital, foreign technology spillovers of technology absorptive capacity is relatively weak, and less than the contribution of trade openness on total factor productivity, human capital, only the higher human capital significantly promote total factor productivity improve the medium of human capital but has played a role in obstructing the growth of total factor.Comprehensive analysis of the results, this paper put forward some suggestions on China’s imports technology spillover to promote the development of total factor productivity:Optimize our import trade structure and to further promote the development of the import trade; Increase R&D investment in order to enhance our level of technological innovation; A higher degree of upgrading the level of human capital in China; To further expand the level of opening up.
