If the private universities of Urumqi stand steadly between the fierce competition in the market of China and even the world education competition, should think that must attract and retain the power of competition. The excellent teachers and motivate them to make efforts to private universities of Urumqi,which for the construction and development. The reasonable and perfect salary system is the best way of extremely effective to attract and retain the excellent people.This paper mainly using the methods of literature, questionnaire, interview and relevant mathematical statistics research , successively research in three private universities of Urumqi,including personnel department leadership and organization of full-time teachers,mainly about salary system of investigation.The private universities of Urumqi should show characteristics and internal management flexibility, constructing the incentive effect is attractive and teacher's salary system.Scientific and reasonable and attractive salary system can not only effectively arouse teachers' work enthusiasm, initiative, and be able to improve teachers' salary and job satisfaction and increase the sense of belonging.This paper through the various form, combining with the comprehensive mastery of the real situation, the preliminary construct meets the urumqi non-state-run university teachers' actual salary system, thereby better attract teachers, keep teachers, encourages teachers.
