In the context of economic globalization, China's enterprises experienced a major reform to meet the needs of economic development. In the same time, enterprise management mode has also undergone a fundamental change; from the personnel management before the Reform and opening up to the introduction of the concept of human resource management nowadays, the most important change is the emphasis on human values, reflect the people-oriented. In recent years, rapid economic development in China, educational and technology level has come to the forefront of the world, great changes have taken place with the Labor structure, and our competitive advantage is also changing from labor-intensive to technology-intensive, human factors play a significant role each day. Opportunities and competition coexist now, How to maximize the value of corporate human resources, become a core element of competition among enterprises. How to do the human resource better become one of the problems placed in front of enterprise managers. Recent years "labor shortage" phenomenon make the business managers confusion more and more. Why does the companies offer more and better wages but it becomes harder to hire labor. This study can answer this question, with the improvement of the worker's quality, the level of their knowledge, technical proficiency, and improvement of living standards. After people meet the material they become more and more care about spiritual needs. Psychological factors'on employee behavior and attitude become more and more clear. Psychological contract as an associate staff and corporate bonds embodies the trust between enterprises and employees, dedicated, secure emotional appeal of a dynamic equilibrium.In this paper, we use theoretical research and empirical research method together, Analysis of human resources management in the process of formation and breach of psychological contract based on psychological contract theory. Specifically including recruitment, training, performance appraisal, compensation management, career management, all these parts are significant aspect by psychological contract. On this basis, proposed Human Resource Management Based on psychological contract, summed up the evaluation index system, using AHP and fuzzy comprehensive evaluation construct evaluation model of enterprise human resource management. The purpose of this study is to enable business managers recognize the importance of the psychological contract in the modern human resources management. And proposed corresponding strategies for how Human Resource Management should do based on Psychological Contract, All these are for business managers as reference.
