Rapid economic growth, the advancement of the world, GDP in the rapid growth in recent years, all this is the label of China in the world. All this development depends on the efforts of people of the country, especially in talent strength. In the 21st century, what is the most expensive-talent. The power of knowledge is immeasurable; science and technology are primary productive forces. In recent years, country emphasis on education, the spending on education is also increasing. This financial expenditure is mainly used in scientific research, school hardware facilities and improving the treatment of teachers. The old method of the treatment has been used. In this fast changing country, the traditional way revealing the existence of various defects, innovation is the only way. Remuneration of teachers needs a scientific system to support, which inspired the passion of teachers and educational level of self-promotion. This paper focuses on improving of compensation incentives for university teachers.This article is divided into four parts, the first part of this paper show the purpose, meaning, the structural arrangements and methods of the research. The second part elaborates the concept of compensation incentives which is related to the discussion, it also proposed the establishment of the need for incentive pay system. The third part is related with the incentive pay system elaboration of the theory, an academic issue is not isolated, and the establishment of a system is not a castle in the air, a better interpretation of the theory is the foundation of the establishment of incentive systems. The fourth part is the comparison of domestic and foreign universities on the problem of salary system, to learn the essence of foreign countries to amend their systems. Hazards of closed-door policy can not be repeated, only by opening in the ideological, the conditions could be improved. In this part we introduce our object as a case for evidence of incentive pay system, this section is the key part. The fifth part is the top priority of this article, which is the core content, focus on thinking out measures to improve the pay system. On the problem of improving incentive pay system, the author discusses three aspects, the first part is the purpose, the second aspect is the principles, and the third aspect is the measures to be taken.University teachers' incentive compensation system is not a strange theory, also is not a new theory, based on the existing paper system to join unique perspective, make it tend to perfect.
