IT Investment Performance Evaluation Index System

Information Technology is changing rapidly, exerting a subtle influence on our business life, not only on the upgrade of technology, but also on the innovation of the management idea. From the support to certain parts of business to comprehensive assistance to the operation and management activities of enterprises, IT not only help to increase efficiency, reduce costs and improve process, but also has impact on the organization structure, management system, decision-making pattern greatly. Due to the external guidance of macroeconomic policy and internal development of IT, the strategic significance of IT is growing day by day, becoming the survival environment for enterprises. There is a huge gap between investment and expectations, we have to study effective measure and evaluation of IT investment performance by enterprise level, in order to strengthen IT management, improve IT investment returns.This paper introduced some methods of corporate performance evaluation and main standpoints of IT investment performance evaluation, refereed to several important IT governance models, such as COBIT, eSAC and Enterprise Informatization Index System in China, based on the development of theory and practice of traditional Balanced Scorecard, we think IT BSC framework is suitable for IT investment performance evaluation, and analyzed four dimensions of finance, customer, internal process, learning and growth, selected some typical index, combining qualitative and quantitative index, focus on the whole process, providing a comprehensive new understanding of IT investment performance; Finally, we made a case with A Corporation and elaborated the specific application of the index system.IT investment performance evaluation index system based on the traditional BSC could answer and explain that how IT support organizational strategy, satisfy customer's internal needs, and realize market value, eventually obtain the market competitive power. It is not limited to financial indicators, but show the real value of IT more comprehensively, scientifically and objectively. By Evaluating, we can look for weak links, improve continuously, and guide enterprises to produce expected IT management behavior. This paper has an important practical significance to the IT investment performance evaluation of our enterprises.
