The Government Purchases Of Public Service From Industry Associations Study In The Cooperative Governance Vision

The efficient supply of public services has been a hot topic in political science, administration and economics areas. It is the responsibility of government to play the central leading role in the area of public services supply.But it does not mean that government is the only public services provider. Western welfare countries'practice and taking on the planned economic system in China has caused the financial and legitimacy crisis. That implies the public service reform is urgent and important. Since the 70s of the 20th century, the Western public services reform has brought us a new idea. That is the introduction of competition mechanism and pricing mechanism which relies on the market and the third sector through the "Government Purchases", the contract bound form as much as possible to improve public service provision system. The purchase of cooperative governance by contracts is becoming the mainstream of public service reform. With the "society revolution" of the rise of the third sector, industry associations as the most important part of the third sector has unprecedented developed and they actively participate in "government purchases." within professional service, In China, with the transformation of government functions and institutional reform, industry associations are rapidly developed, and they are commissioned all types of public services by government."The Government Purchases of the service from industry associations ", this new concept and practice has profound impacts on the relationships between our government and industry association, changing the traditional system of public service provision. Thus, in this paper we proposes this point of view,and we elaborate it in three parts:Part I (Chapters 1-2)we propose the study of issue, research and innovation, research methods, and define the core concepts from the concepts of meaning of cooperative governance and the practice of global industry associations; Based on carding the studies of cooperative governance in government purchasing services from the industry associations home and abroad, we demonstrate the internal logic of government purchasing services from the industry associations and institutional environment it necessaries, and then we sum up the basic model of the Western Cooperative Governance, highlighting the advantages of contract purchase, and put forward the practical meaning of studying and taking actions in government purchasing services from industry associations. The second part (chapters 3-4) we summed up the general situation, the purchasing process, purchasing contents,the results and experiences achieved of government purchase services from industry associations in china. In understanding the basic status, we put forward the challenges and context of political and social issues; The third part (Chapter 5) based on the discussion in the paper, to the question of cooperative governance in government purchasing services from industry associations; we try to put forward practical proposals and measures of point improving the government's purchase of services from industry associations.The study in this paper focuses on the generation patterns of development of industry associations and historical background, and then drops out the conceptual framework of "social organization". We emphasis the uniqueness of the development of industry associations. Standing in the point of separation in roles between producers and providers of public services, we study the cooperative governance between government and industry associations through the way in co-operation treatment. This is also the innovation of this paper.
