Research On Development Models Of China's Rural New Cooperative Economic Organizations

After the founding of People's Republic of China, our agriculture is developed as an important strategy and the problems of farmers are in a position of a prior consideration under the lead of CPC. Especially since the Reform and Opening-up Policy, China's economy has been developed by leaps and bounds. Meanwhile, the issues concerning agriculture, countryside and farmers are becoming more serious, and the traditional mode of rural economy is not suitable for the new development trend any more. In order to restructure the rural economy, realize the "Two Increasements" (Increasements in production and income) and solve the above problems, we should organize millions of scattering and small-scaled farmers to enter into the market together. However, when faced with the constantly changing and competitive market, the scattering and small-scaled farmers cannot overcome their own weaknesses, such as small scale, lack of information, low standard of technology and specialization and so on. These will result in the following three big difficulties: First, they are unable to compete against the commercial and industrial enterprises as well as the international commercial groups, and they cannot get a fair position for negotiations. Secondly, because of the symmetry of information, they cannot gain accurate and plentiful information of the market so that it is difficult for them to sell and buy products. Thirdly, they nearly cannot share the profits of added value from the secondary industry and tertiary industry. With the irresistible trend of trade liberalization, the economies of China's agriculture and countryside are now in a new stage for development after China's entry into WTO. The agriculture of China is integrating with the whole structure of global agricultural development day by day, which will make the contradiction between the operational scale by one farmer alone and the increasing demands in the market. It is the best choice for pur farmers to get into the domestic and international markets by organizing economic cooperative associations and raising the standard of departmentalization. A lot of experience shows that the best organizing form is cooperation, which is an essential way to push the agricultural industrialization to a higher standard. How to solve this problem so that we could develop the agricultural and rural economies into a new stage now attracts many people's attention. The rural cooperative associations in our country were founded in a latter time than in many other countries, but they now are developed very fast. Owing to some reasons of history and present situation, there are still some imperfections and defects in this kind of rural cooperative associations as well as in law and their practical management. Aiming at promoting the economic development and realizing the modernization as well as increasing the farmers' income in the countryside, this thesis has a research on the rural economic cooperative associations and a study in how to set up new rural economic cooperative associations based on the present situation of China's agricultural development. A lot of research methods are adopted in the practical process such as diagnoses analysis, statistical analysis and qualitative analysis. I hope that a new kind of rural cooperatives can be formed with Chinese characteristics to foster the development of and make great contribution to China's agriculture. Three research achievements have been concluded from this paper: 1, new perspectives of understanding and alleviating the problem of three-agriculture have put forward, whether the problem of three-agriculture can be well resolved and in what extant the problem will be resolved directly restrict the process of our country's economical and social modernization, we need to draw support from certain forms of economical organization to resolve the problem .2,the operating model of cooperating economic organization according with the regular pattern of current Chinese rural economy has been put forward, which comes form the understanding of rural cooperating economical organization in the perspective of innovative rural managing system.3, this paper has analyzed the existed problems comprehensively and has researched the countermeasures of promoting the development of three-agriculture problem from current situation of rural cooperating economical organization. Thus, started from the understanding of the problem of three-agriculture, we have analyzed the current situation of rural cooperating economic organization of zhuzhou, and we finally put forward the operating model and countermeasures, which called rural cooperating economic organization which will fit the development of rural cooperating economic of zhuzhou.
