Technological innovation is no longer confined to the diffusion from the invention of a linear process model, but the main innovation being transferred to many places to point through intermediaries for the bonding of complementary resources and close cooperation and forms the nonlinear dynamic model -- Regional Innovation Network. The regional innovation network in enterprises, universities and research institutions, government, financial institutions, intermediaries formed between the reasonable network structures, can effectively promote the regional innovative ability enhancement. Build and improve the regional innovation network structure, network linkage between the various relevant subjects, in order to promote the coordinated development of regional innovation capability is the research focus. In addition, the knowledge capital has become a regional economy development strategic resources, innovation is the result of knowledge flows. Knowledge flows in the region, impact and interaction with capital, production skills and management experience in the proliferation and commercialization of innovation and industrialization. Each innovation subject through knowledge flow, closely together, to improve the regional innovative network collaborative innovation ability. Therefore, knowledge flows and regional innovation networks are inextricably linked, through optimization of regional innovation network structure, the network of the successful operation, promote innovation subject knowledge of smooth flow between them, become the key to improve the regional innovative capacity.This article from the regional innovation network and regional knowledge flow on the basis of the existing research, induces and summarizes the regional innovation network structure from the four aspects of the features, node scale, node agglomeration sex, contact the degree and structural hole properties, and from the four characteristics of regional influence of knowledge flow is analyzed theoretically, and makes the theoretical hypothesis. Using 2000-2008 panel data of 30 provinces conducted empirical research on the model set by both tests, select the appropriate estimation model, respectively to the national 30 provinces and cities and features of three areas provinces and cities, and the data estimates of the estimated results were analyzed. In this paper, based on the analysis above, draw the following main conclusions: (1) regional innovation network structure characteristics are area of influence knowledge flow is the main factor. With the development of industrial clusters in China, resulting in the accumulation of snowballing effect, attracting many of the local accumulation of related businesses, increased concentration of the main innovative, effective in promoting regional knowledge flows. Areas of the enterprises, universities and research institutes cooperating closely and improve the regional innovative subject contact degree, on the regional knowledge flow smoothly flow and the regional innovative capacity of ascension made an important contribution.
