Pattern Selection And Policy Simulation Of Old-age Insurance Of Landless Farmers

With the urbanization process moving forward, the scale of landless farmers is increasing. Old-age insurance of landless farmers with different patterns has been established in different regions. Nowadays, there are three patterns in general, building the old-age insurance separately, including in the urban pension system and including in the rural pension system. In some regions, different patterns are for different landless farmers while others using a uniform pattern. With different patterns, the relation between old-age insurance of landless farmers and the basic old-age insurance is different, such as the transfer method.By comparison of the advantages and disadvantages of old-age insurance of landless farmers with different patterns, learning from farmer's pension in Japan and considering of building multi-pillar pension system for landless farmers, it is proposed to establish old age insurance for landless farmers separately and gradually realized'land pension'. The path to'land pension' is also discussed. To further demonstrate the feasibility of "land pension" mode, the policy simulation of this pattern and transfering process is carried out on the system dynamics platform. This pattern is conducive to promote balanced urban and rural social security system, and effectively protect the pension rights of landless farmers. Based on the research, some suggestions related to land pension are proposed in the last part.
