There are 3 factors that can impact staff performance, which are, personal capacity, motivation and environment. The scientific information indicates that, man's physical ability can increase 3-5 times and intelligence can be expanded by 50 times by effective development, and staff performance would be increased by more than 3 times through efficient motivation. With the constant development of enterprises, human play an increasingly important role. Managers concern about the problem that how to motivate the staff to produce better performance.GW company is attached to a large state-owned enterprises, the main business of it's traffic management centre is providing official cars for the departments of GW company. They are unproductive cars, and the centre is a full-fund unit. The future development planning points out that, the centre should satisfied the needs of all departments on the base that controlling the scale and cost of the cars. The enthusiasm and initiative of existing staff is not high enough, to solve this problem and better realize the future development planning of the traffic management centre, managers should know the factors those can affect the performance, and then to fully motivated the staff.Basing on the motivation theory and learning success experience from other enterprises form both domestic and abroad, the author founds the reasons of staff satisfaction and less of initiative by interviewing and questionnaire. Considering current welfare policy and performance appraisal system, the author bring out the incentives schemes of the centre pertinently. It will contribute to stablizing the staff, arousing the enthusiasm of the employees work and realize the future development planning of the centre.
